About the Position
The Home Health Compliance and Quality Officer is responsible for managing activities that ensure compliance with all quality and regulatory requirements relating to home health. This position provides operational and clinical support to the home health team, including developing all staff and community partners in the compliance and quality process, and creating and maintaining an efficient structure that will meet compliance and quality regulations.
Job Duties
- Responsible for complying with regulations, laws, policies, and procedures applicable to home health and reimbursement issues. Educates all staff members about state and federal rules and regulations. Tracks and interprets new regulations and trains staff in their discipline-specific role in complying with these regulations.
- Facilitates the organization's continuous state of CMS and ACHC survey readiness through activities such as but not limited to on-site auditing to determine data analysis and trending, benchmark comparisons, observational visits with staff, mock surveys, participation in IDTs, providing organizational monitoring of all aspects of home health care provided, implementing quality improvement initiatives, and participating in on-site surveys, plan of corrections.
- Responsible for ensuring a comprehensive quality assessment and performance improvement (QAPI) program for Home Health is in place. Leads the QAPI team, initiates meetings and reports outcomes.
- Responsible for monitoring and tracking VBP reports to track and create education and implement processes to monitor and improve scores to include leading, overseeing, and reporting all processes developed.
- Responsible for monitoring and tracking SHP reports to create education and implement processes to improve QMs, star ratings, and HHCHAPS, to include leading, overseeing and reporting all processes developed (ie Patient Satisfaction Survey).
- Prioritizes and implements program to collect and validate home health quality measures.
- Oversees the implementation and development of agency policies and procedures.
- Responsible for setting up an audit program for medical records to meet quality and regulatory clinical indicator.
- Work with team members that perform QA and monitor quality of clinician documentation submitted through QA and educate clinicians on the improvement process that it is submitted timely and in compliance with all regulatory requirements.
- Participates with the intake team and clinical leadership in decisions regarding patient eligibility and suitability for home health services.
- Reviews all OASIS/485-POC from admission to discharge and performs prebill audit checks for accuracy to submit claims for billing.
- Performs reauthorizations for continued patient care. This includes collecting, reviewing, and submitting appropriate documentation and orders as required from managed care organization.
- Collects, reviewing, and submitting documentation to submit for ADR’s; this includes and not limited to following the ADR through the appeal process, if necessary.
- Lead home health department with on-site surveys and implementing plans of corrections.
- Works with the Home Health Administrator, and Director of Clinical Services in structuring operational or clinical processes to enhance quality patient care and to improve the work environment for staff.
- Supports clinical team by maintaining skilled nursing caseload up to 14 points per week.
Job Requirements
- Bachelor’s degree in nursing preferred.
- Minimum of 2 years of clinical experience in Home Health required.
- Experience leading a Quality or Compliance program required.
- Supervisory experience in healthcare required.
- Demonstrated leadership and organizational ability with a motivation to assist in the implementation of program development.
